Abstract:

The concentration of population and assets through various types of development in the coastal zone in Japan is progressing rapidly at present. The conditions of the sea environment are mainly deteriorated caused by the increasing of the coastal inhabitants. The aim of this paper is to consider the principle of the conflict of the residential area development by examining the following. (1) fundamental framework of the basin area. (2) framework of the River Basin Management and Planning. (3) framework of the simulation program of the conflict management (4) principle of the inhabitants' participation to the planning.
