Abstract:

Through decades of hard work at revitalization, Norfolk has learned from its experience - success and failures. Perhaps the best lesson learned comes from the success of waterfront development and the wisdom of focusing on the City's original and natural strength. The success, although not complete, has given the City comfort by helping define what the City ought to be (this is something that few cities can claim). The special place that the Waterfront has become for Norfolk has given the City a spirit and image that did not exist before.
