Abstract:

In the hypothetical Royal River Project there are several factors pertaining to environmental issies; these factors have a bearing on selection among the several alternatives and lead, perhaps, to the development of additional alternatives. The rationale behind the environmental points is explained here in more detail than might be given in formal testimony or position papers, in order to show that these points and the positions resulting from them are not irrational.
