Abstract:

After offering some initial definitions, the authors will describe a highly structured model of risk analysis and water resources decision making in the public sector. The primary emphasis will be upon design for 'safety' in water development projects in the public sector. The model is evaluated against the technical and decision-making realities that confront the risk analyst. Implications are drawn for the acceptability, use, potential, and limitations of risk analysis in water resources decision making. Refs.
