Abstract:

For a variety of reasons the potential for the imposition of liability and the potential for comparatively large damage claims is greater in cold regions. It is the purpose of this paper to set forth some of the reasons that liability for design and construction problems is exacerbated in cold regions. This provides the foundation for making certain specific recommendations for the reduction in exposure and mitigation of losses.
