Abstract:

The technology to make appropriate measurements and to forecast conditions for short intervals is available today. Simple collection, analysis and dissemination systems are within the state of the practice. A simple system measuring water levels, winds and bridge clearance is described and the effects on the economics of several shipping operations are considered. Favorable cost/benefit ratios are established for the system. Recommendations are made for establishing real time information systems.
