Abstract:

This paper deals with the philosophy that must be embraced when specifying a fast track small hydro project. The major areas discussed are: the role of control systems in the context of a small hydro plant, and putting the control system in perspective; the differences in approach to design between old-time hydro and small hydro; the impacts that this shift in approach has had on small hydro and the paper also offers some views that developers and consultants may want to consider in their specification of small hydro controls.
