Abstract:

A proposed cost-sharing alternative for financing of a joint Federal-State multipurpose water project is presented. The philosophy of recent and present Federal administrations on non-Federal financial participation of authorized, unappropriated Federal projects has prompted the proposal of unique arrangements to bring new projects on line. This paper presents the proposed financial arrangement for construction of the modifications to the Buffalo Bill Dam in Wyoming, between the Federal Government and the State of Wyoming.
