Abstract:

After the original conception of the 'Boulder Canyon Project,' and in the first stage of the work, complete designs and specifications were prepared for the dam, tunnels, power plant, and all other features. In the second stage the financial feasibility and economic justification of the project was demonstrated. In the third stage competitive bids were called for the construction work at fixed prices, and the contracting company performed all the work under exceptionally competent management, efficient methods and close control of costs. This paper discusses various aspects of the three stages, with emphasis on the financial aspects.
