Abstract:

It took almost 70 years and required over 100 separate local, state and federal permits, but in June 1984, development of the Sultan River was finally completed for the multi-purpose use of the residents of Snohomish County, Washington. This paper traces the history of the project development and describes the resulting design, including outlet works, power tunnel, power plant and other features.
