Abstract:

The ultimate goal of the relicensing effort is to maintain the existing FERC licenses, and projects which continue to provide economic generation capacity. Failure to plan adequately can place this goal in jeopardy. In response to this realization, Niagara Mohawk has designed a relicensing program discussed in the paper, put it in place, and is implementing it according to the plan. However, even in Niagara Mohawk's brief experience with this complex program, to date, it has been recognized that the plan must remain flexible enough to respond to unforeseen or changing situations. Niagara Mohawk realized early on that due to the scope of the relicensing program and the limitations on in-house manpower, a lack of planning was a luxury which could not be afforded.
