Abstract:

The Sacramento District of the U. S. Army Corps of Engineers is responsible for the review of retrofit hydropower by non-federal entities at 14 dams in the District. This review actually encompasses the phases of design, construction, and operation of the power plant. Each phase has its own complications. Design review is complicated by differences of opinions over priorities. The Licensee and their A-E firm considers the completion of the power plant paramount; the Corps demands that the safety of their dam be everyone's prime consideration. Construction of the power plant creates concern over protecting the dam while the construction contractor builds new structures and modifies existing ones. Finally, operation of the power plant must be compatible with the operation of the dam.
