Abstract:

In 1980, Arkansas Electric Cooperative Corporation (AECC) filed preliminary permit applications with the Federal Energy Regulatory Commission for developing the hydropower potential at the nine remaining locks and dams in Arkansas operated by the U. S. Army Corps of Engineers. In mid-1984, the AECC Board of Directors authorized initiation of engineering to develop the first hydropower facility at Lock and Dam No. 13 near Fort Smith, Arkansas. This paper describes the history of project development from initial conception through receipt of construction proposals. It also describes the unique engineering features of the equipment and construction requirements, coordination of design with the U. S. Army Corps of Engineers for non-federal development on a river system, a review of future power requirements in the area, and a summary of the innovative methods of financing that are being examined by Arkansas' generation and transmission cooperative.
