Abstract:

The Highway Capacity Manual (HCM) is one of the most basic references in highway and traffic engineering. The first edition was published in 1950, in response to a need for consistent design procedures. The second edition was published in 1965, and introduced the concept of 'Level of Service'. Based upon the experience with the 1965 HCM and additional substantial work in the field of capacity analysis, it was decided to prepare a third edition of the HCM. This decision is the responsibility of the Highway Capacity and Quality of Service Committee of the Transportation Research Board. The work has been underway for more than five years, and is now resulting in the 1985 edition of this basic reference.
