Abstract:

This paper presents a user-friendly, interactive method that can be used by transit managers to improve service efficiency and productivity. Using this method for evaluating operating policies (such as fare and scheduling) prior to implementation, managers can make the best decisions in terms of user-specified performance indicators (such as net revenue, operating ratio and load factor). The method performs the policy evaluation by tracing, through time, the continuous interactions between service changes, ridership and service cost-effectiveness.
