Abstract:

Engineers and architects tend to underestimate the cost of disputed work, especially those connected with delay. The engineer, using industry standards and estimating rules of thumb, can develop a reasonable value of the cost of delay. Entitlement to payment for disputed work is established in essentially the same manner used for change orders.
