Abstract:

The Resident Engineer plays a vital part on the Veterans Administration construction team. He serves as a hub for communications between the various members of the team as well as the decision making process during the construction phase of a project. Within his delegated authority, he serves as the on site representative of the Contracting Officer. The Resident Engineer's opportunity to influence the overall outcome of a project is limited only by his own inertia.
