Abstract:

The Illinois Environmental Protection Agency/Illinois Pollution Control Board (ILEPA/IPCB) direct that combined sewer system overflows (CSO) be given sufficient treatment including 'first flush' of storm flows. A definition for 'first flush' was developed by the ILEPA which is difficult to quantify in terms of volume and pollutional load. Field monitoring does not provide information conforming to the idealized parameters for defining first flush. A method of monitoring, sampling and analyzing combined sewer overflows as well as control alternatives for the first flush overflows from combined sewer systems are presented.
