Abstract:
The adequacy of current federal policies and institutional arrangements for water resources planning is assessed. Conclusions and recommendations are presented in five key areas: (1) Water management responsibilities and the federal system and intergovernmental relations; (2) economic and financial issues; (3) planning and the regulatory responsibility; (4) the Water Resources Council Principles and Guidelines; (5) objectives in water resources management. The study was supplemented by an opinion survey on these issues. The results of the survey are included.
