Abstract:

The human factor is an essential ingredient and the key element in successful computer applications for water resources or any other field. Engineers in general, and engineering managers in particular, need to understand not only the physical laws of nature but also the human, non-physical forces affecting their work, their lives and those around them. This paper introduces the subject of personnel policies in the computer age to be discussed by a panel especially as it relates to operations management in the field of water resources.
