Abstract:

This discussion relates the experiences of a state environmental agency in addressing a decade of inadequate attention to the importance of computers and automated data processing to the agency's planning, management and regulatory responsibilities. When the problem received the attention of the agency head, a special task force of user representatives was organized to examine the direction of current and future computer systems development, to establish policy and management direction for computer operations and systems development, and to optimize the agency's financial and staff investment.
