Abstract:

The Philadelphia Center City Commuter Connection, a 330,000,000 urban transit project has been completed on schedule within a budget variance of 2% of the estimated cost. This is an accomplishment for a major urban transportation project in today's construction environment. A construction project of this magnitude whose completion date remains constant for five years of construction is indeed unique. It is an example of Federal, State and City funding, supported by efficient and effective Project Management, to bring about a successful project during a hostile construction climate of increasing inflation and extended transportation project delays.
