Abstract:

This paper deals with the coordination and management of two major public transport projects in Portland, Oregon. It discusses the management process utilized in the planning and construction phases of the Transit Mall. The changes in coordination and the interplay between overlapping jurisdictions interfered with the construction of the project and delayed considerably the acceptance of the completed project. The lessons learned from the failure of the coordination effort in this project are well utilized in the planning and construction of the Light Rail System. The efficiency of the coordination and management is illustrated as the project moves towards completion on time and within budget.
