Abstract:

The cost of nuclear power construction in the past two decades has increased by an order of magnitude, forcing utilities and A/E's to look for ways to reduce engineering and construction costs. Bechtel Power Corporation, as an A/E, has placed a particular emphasis on engineering support of construction activities. On one of its projects, Bechtel and the utility have implemented a set of innovative ideas through the concept of 'Engineering decentralization'. The ultimate goal was to reduce plant construction costs by establishing an engineering organization at the construction site, consisting of 'Construction Engineering Support' and 'Contractor Support' to provide a more effective resolution to construction problems.
