Abstract:
A general overview of the current practices and procedures that should be considered for financing and charges for wastewater collection and treatment systems is presented. The publication also serves as a guide for wastewater utility operating personnel, including municipal officials, engineers, financial staffs, city managers, and analysts. Various ways of allocating costs and developing rates and charges that reasonably and equitably reflect the cost of service are illustrated. The complexity of the interrelated considerations involved in developing wastewater system cost allocation and rates for services is stressed. Chapters include: (1) Institutional alternatives; (2) financial management and accounting; (3) financial operating and capital costs; (4) revenue requirements; (5) allocation of costs of service to cost-causative components; (6) determination and distribution of the costs of service to customer classes based on cost causation; and (7) development and design of a schedule of charges.
