Abstract:

This paper addresses the traffic congestion problem and issues relating to the experiment of the world's first pilot scheme on Electronic Road Pricing System in Hong Kong. A brief description of the technical components as well as the social, economic, political and environmental impact of the system are given. This paper intends to generate further debate and analysis on the system's applicability in tackling urban traffic congestion problems.
