Abstract:

This paper discusses the use of a Performance Evaluation Model in evaluating the effect of short term policy changes including fares, service frequencies, route coverage, and route alignment. Several example case studies are presented. The paper also presents an extension of the model to include an optimization routine that can determine the best service option to minimize operating deficit.
