Cooperative Maintenance Dredging: a Strategy for Small Harbors

Abstract:

In a response to the continuing overall significance of harbor activities and the recognition of less than optimal existing harbor maintenance procedures, the feasibility of a cooperative harbor maintenance program was investigated for the Long Island Sound communities of Westchester County, New York. The creation of a special harbor maintenance district with a County Harbor Maintenance Agency was recommended as the institutional program of choice. This long term solution would formally establish logical procedures for planning, coordinating and implementing dredging and other harbor maintenance projects. This paper summarizes the objectives, study methods, conclusions and recommendations for this proposed cooperative maintenance program.
