Abstract:

This paper explores the urban transportation financing crisis, surveys existing State and local mechanisms for urban highway financing, explores emerging financing mechanisms, and addresses intergovernmental and private sector issues. The shortfall in urban highway revenue is explored as is the shifting needs toward infrastructure repair. The current practice in urban highway financing is documented with specific city examples illustrated. Emerging financing mechanisms such as areawide sales tax or gas tax options for highways are addressed. The renewed interest in urban toll financing is explored. Particular emphasis is placed on the potential for private financing of highway improvements.
