Abstract:

Texas has a new highway system plan, a new systems approach to highway design and about $300 million a year increase in highway funds over the next 20 years. Here are two articles that tell how Texas did it. The department brought in outside consultants to evaluate the system and the department's planning and construction methods. Results: major changes in design and highway planning. Next, the Texas Good Roads/Transportation Association organized a detailed public relations campaign with county and state officials the result of which was the passage of Texas' first increase in highway funds in 22 years.
