Abstract:

The 1977 Surface Mining Control and Reclamation Act provides necessary protection to land during and after strip mining. However, according to the coal industry, some of the regulations are misguided�costing time and money but yielding no real environmental benefit. Article is an overview of some of the problems industry thinks are most severe. Sidebar on the basics of land reclamation after surface mining in the West.
