Abstract:

Tulare County, Calif., took the initiative in that state in organizing and developing guidelines for environmental management and planning on the county level. They identified specific goals, clarified enabling legislation and supplied a matrix of available data sources. Various California laws, especially one granting favorable status for land held in agricultural use, and local ordinances will help control growth and preserve indigenous resources.
