The ultimate measure of any worthwhile national health policy is equity. That is, does the entire nation have equal access to equivalent resources. This is truly a both noble and desirable national goal. An idea has been given as to the scope of the health services industry, and to the plethora of problems which may lend themselves to the skills and expertise of civil engineers.
