Dallas, Tex. has faced serious flooding problems, due to rapid urbanization and encroachment upon flood plains. The overall program emphasizes: (1)Careful delineation; (2)an individualized response to each drainage basin; (3)multi-purpose use of reclaimed and preserved flood plains; (4)public ownership of land reserved for flood-water conveyance; and (5)flood-plain management that maximizes visual environmental qualities.
