One of the classical interface problems in the design of embankments (or waste heaps/dumps) is the question of spreading in the base under the fill. The safety against local slip may be questionable in case of low-friction materials at the ground surface. These materials may be either of fine grained soils or of rock tending to weather quickly, particularly under the condition of sloping ground surface.
