Abstract: This proceedings, Pipeline Safety, Reliability, and Rehabilitation, consists of papers sponsored by the Pipeline Division of the American Society of Civil Engineers (ASCE) at the 1999 American Public Works Association (APWA) International Public Works Congress & Exposition, held in Denver, Colorado on September 19-22, 1999. This first ever such joint effort demonstrates leadership roles on the part of ASCE and APWA in providing a multi-functional forum for issues related to the topics. These papers deal with the issues of pipeline engineering to enhance the quality, durability, reliability and security of pipeline systems, as well as the safety of the public and those who work in constructing and maintaining these systems. While many papers focus on the evaluation and rehabilitation of old and/or deteriorating pipeline infrastructure, this rehabilitation is interestingly often accomplished with new engineering design procedures and new construction technologies. Other papers deal with ways in which new and existing technologies can be used to construct new facilities with less disruption to existing infrastructure and societal activities, more dependability, and longer service lives.
