Abstract:

In the design of watershed stormwater management plans used for land development, the Pennsylvania State Runoff Model (PSRM) presents upstream subbasin flows that contribute to the peak flows at various downstream locations. The upstream contributing flows can be restricted by release rates to maintain the downstream peak when the upstream land use is changed. The model is an efficient tool to design release rates for watershed stormwater management plan. Two other models, including the HEC-1 and TR-20 models, do not present the contributing flows to the peak flows at downstream points. Thus, after modeling by HEC-1 or TR-20, extra review time and computations are required to identify the contributing flows which increases the cost and effort to design release rates for stormwater management plans.
