Abstract:

This account discusses the regulatory requirement of maintaining a Balanced Indigenous Population (BIP) as it relates to an ocean outfall. A brief history of the development of the BIP concept and the concerns of applying this index for regulatory purposes are also provided. Finally, the use of Statistical Process Control (SPC) was evaluated as a tool for comparison between affected and reference areas from a long-term ocean monitoring program.
