Abstract:

This paper summarizes some of the state and federal rules, assessment techniques, and response procedures being used by marine terminals along coastal California to prevent, predict, and prepare for oil spills. These evaluations are required by the State Lands Commission (Commission) as part of its process for considering renewals of state lands used by marine terminals. Increasing public concerns with protecting natural resources are resulting in more stringent oil spill prevention requirements being placed on terminal operators, and greater effort being expended to predict and prepare for oil spill events.
