This proceedings, Water Policy and Management: Solving the Problems, contains papers presented at the 21st Annual Conference of ASCE's Water Resources Planning and Management Division held in Denver, Colorado, May 23-26, 1994. The conference theme, Water Policy and Management: Solving the Problems, identifies the challenges for water resource professionals into the next century as they work within the context of sustainable developement.
