This is the proceedings of a session at the ASCE Convention, New Orleans, October 1989. Post-audits include evaluation, assessment, and audit of the effects, both intended and unintended, of an activity. They thus become an integral part of programs in which the planning, conduct, and, if necessary, the redesign of each succeeding project or activity is based on historical and on-going experience. The authors summarize experience in methodology, science and technology, economic and financial costs, and potential benefits from post-audits. Case studies are drawn from the recent record low-flows in the Mississippi River, record flooding around the Great Salt Lake, Utah, marine pollution in Southern California, flood plain protection as practiced by the Corps of Engineers, and water quality management for the North American Great Lakes. In addition, a case study on industrial PCB pollution in a Yugoslav town and one on project performance evaluation by the World Bank are included. The volume constitutes a hands-on introduction to post-audits for both practitioners and students. |
