Abstract:

This paper analyzes the roles that some infrastructure projects play as civic monuments and public places, and how these functions interact with their technical performance and utility. Various methods that have been used to commission and design these public works are discussed. Methods are suggested for developing new infrastructure projects to meet both utilitarian and civic needs.
