Abstract:

Clear Creek Dam, an unsafe thin arch dam, was stabilized by constructing a concrete gravity buttress on the downstream face. During the Bureau of Reclamation's (Reclamation) Safety Evaluation of Existing Dams (SEED) program, it was determined that deterioration of the arch dam concrete could lead to sudden failure. Breaching the dam was considered to be the least costly Safety of Dams program (SOD) solution. Faced with the loss of recreation, limited federal, state, and local funds were made available for modifying the dam. This case study will present design and construction concerns unique to this modification, and show how the requirements of various government agencies and local interests were addressed.
