Abstract:

Continuing technology advances in IVHS present challenges that many states are unable to meet with their current staffs. Only a few states have recognized the need to plan the need to plan, adopt and implement organizational changes; by raising the importance of IVHS program to strategic planning level, they continue to maintain IVHS leadership.
