Marina Facilities Planning Design and Operations in Hurricane Prone Areas

Abstract:

The overall growth in population of coastal areas in the southeastern and coastal regions of the Unites States has created a need for additional water related recreation facilities such as marinas, fishing piers, and boat launching ramps. Many of these coastal facilities are being designed and operated by individuals who may not have experience in marina hurricane design, preparation, evacuation or recovery. Additionally, newcomer boaters have little experience and knowledge of their responsibilities during hurricanes. A study of over twenty marinas after Hurricane Hugo evaluated operational and design performance of marinas and coastal structures. This study was continued during the rebuilding of the damaged facilities. A similar survey is now being used in marina planning, evaluating, designing and operating and operating marinas is suggested. Operational guidelines for marina operators to use when the hurricane poses a threat and when it actually comes ashore are presented. In addition, guidance on procedures for marina operations to prepare for hurricane evacuation and recovery are suggested.
