Abstract:

The Pacific Outer Continental Shelf Region of Minerals Management Service has recently development and is implementing an Environmental Compliance Monitoring Program. Each of the 24 oil and gas facilities on the Pacific Outer Continental Shelf is required to comply with a substantial number of environmental mitigation measures and conditions. The increase in the number and detail of mitigation measures has increased the level of effort required to oversee compliance with those conditions and has lead to the development of the Environmental Compliance Monitoring Program. The program systematically monitors field or unit compliance status of Lease Sale Stipulations, mitigation measures adopted through a Record of Decision, and Minerals Management Service conditions of approval required in response to a request to conduct activities. Discrete tasks and time requirements are intensified for all stipulations, mitigation measures, and conditions for each operation. Completed tasks, date received, and date approved by Minerals Management Service are identified. Information relating to compliance data categories such as affected resource, review schedules, and deliverables are also compiled. Reviews of the effectiveness of environmental requirements are periodically conducted.
