Abstract:

The overall aim of this paper is to provide assistance and direction to persons interested in assessing the use of smart card systems and other advanced public transportation systems (APTS). More specifically, the paper is intended to facilitate technically sound and objective assessments. The paper offers a conceptual framework, an evaluation methodology, and examples of criteria and analytical techniques. While this paper is directed toward meeting needs of transit officials contemplating smart card systems in rural and small urban areas, officials considering other APTS applications might also find this paper of interest.
