Abstract:

The Bissell Point Wastewater Treatment Plant is undergoing a $210 million dollar change, which includes a new Distributed Controls System (DCS). The new DCS is being installed in phases to accommodate other concurrent construction projects. This case study examines the design, bidding, and construction of the DCS, and the complicated relationships between this project and others on the site. Some of the lessons learned are also presented.
