Abstract:

Congestion on urban freeways has been steadily increasing. In contrast, capacity expansion, by means of constructing new roadways, has not kept pace with the growth in demand. The primary reasons for this have been the amount of time and money required to undertake major roadway construction projects, and the potentially adverse environmental and social impacts involved. In such an environment, Low Cost Modifications (LCM) to freeway facilities have emerged as viable and popular strategies for increasing capacity. Typical LCM options include: addition of a travel lane by reducing the lane and/or shoulder widths, ramp closure and/or diversion during peak periods, and ramp metering. Studies have shown that capacity expansion realized through LCM measures has approached that achieved by physical widening projects. In addition, past experience indicated that overall accident rates reduce after the implementation of LCM. Planners and engineers need reliable, quick procedures to estimate the level of service (LOS) improvements that can be obtained using various LCM options.
