Abstract:

The last several years have produced changes in public and regulatory policy that have provided for increased roles and participation of resource agencies, Native Americans, and the public in the licensing of hydroelectric facilities. The resulting involvements can significantly affect the schedule, design, and operation of a hydroelectric generation project. However, successful completion of the licensing, relicensing, or license amendment process is usually dependent upon sound engineering design and thorough scientific research underlying the basic viability of a proposal. The true issues remain economics, environmental impacts, and the appropriate priority in the order of electrical energy resources.
